This article is for contractors, construction and renovation groups, investors, energy consultants, aggregators and wholesalers working on Hungarian housing. It compares the two programmes from the buyer's side. Our Wekerle+ supply brief covers the rules, deadlines and documents in detail (in Hungarian). Partner terms and the request form are on the Wekerle+ partner page, and the buyer risk of the EKR reform proposal is covered in EKR buyer risk before 2027.
Where the two programmes stand
EKR. The Energy Efficiency Obligation Scheme (Energiahatékonysági Kötelezettségi Rendszer) obliges energy suppliers to spend part of their turnover on energy efficiency. Its household strand is the Takarékos Otthon Program, and the government site kormany.hu still lists loft floor insulation in it as free. In practice, loft work has been paused at most contractors since spring 2026 because the HEM quotas (verified energy savings) ran out. No restart date has been announced. We track the status on our EKR programme 2026 page and in Free attic insulation in 2026: listed as free, works paused.
Wekerle+. On 27 October 2026 the government announced the Wekerle+ Energetikai Felújítási Támogatás és Hitel, an energy renovation support and loan. The family-house programme starts in February 2027 and the programme for blocks of flats and panel buildings in March 2027. It runs to 2030 and aims to renovate more than 120,000 homes. According to the announcement and Portfolio, the budget is more than HUF 600 billion of EU funds; Economx reports HUF 633 billion. The official call has not been published yet.
Wekerle+ is not EKR under a new name, and it does not continue it. Nothing new has been announced about EKR. Buyers should keep the two apart: different money, different client, different paperwork.

Funding: who pays for the material
Under EKR the household paid nothing for the loft. The contractor worked for the obligated party and accounted the savings to it, so the material was paid for out of that accounting. EKR buying therefore followed the quota. While there was quota there was work; once it ran out, the work stopped.
Wekerle+ works differently. The client is the owner, the condominium or the housing co-op, and it pays with a loan. According to wekerle.kormany.hu, the non-repayable support is deducted from the loan principal as an early repayment, based on the certificates. Every cost must be invoiced. Two things follow for the buyer. The material price shows up line by line in front of the client. And delivery timing will follow the call and the loan disbursement rules, which have not been published.
The buyer: from one build-up to mixed projects
In EKR loft work the buyer was the contractor, and the job was well defined: loft floor, vapour control layer, glass wool, dust cover. The same build-up repeated from house to house, and the quantity came from the surveyed square metres.
A Wekerle+ project can bundle several measures. According to kormany.hu, the family-house programme covers thermal insulation, window replacement, domestic hot water and heating upgrades; the programme for blocks of flats adds items such as substations and lifts. The government also promises help with design, technical supervision and application advice. Procurement therefore passes through more hands. The energy assessor calculates, a consultant or aggregator puts the package together, and the contractor orders. A wholesaler may supply several contractors from the same specification.

Specification: certificates instead of fixed limits
The EKR loft measure works with fixed material limits. The annex to Decree 18/2025. (VII. 31.) EM requires a vapour control layer of at least Sd 20 m under the insulation and a breathable dust cover of at most Sd 0.03 m over fibrous insulation. Once a buyer had a compliant build-up, the same order could be repeated.
The Wekerle+ rules published so far set an outcome, not a material. The energy performance certificates before and after the works must show at least a 30% primary-energy saving. Which thickness, which λ value and which building elements get there is worked out by the energy assessor, building by building. The question is no longer which pack complies, but which material makes the calculation work on a given building. For that, the assessor needs λ, thickness and Sd already for the pre-renovation certificate.
ODE Starflex glass wool has a declared λD of 0.039 W/(m·K). Other λ values and thicknesses can be quoted to suit the project, including private-label production. Nobody knows yet whether the call will add material rules, such as origin or standards requirements. If it does, we will align our quotes with them.
Paper trail: from delivery note to itemised invoice
Under EKR, the accounting needed the declaration of performance (DoP) and the delivery notes. Under Wekerle+ the paper trail reaches the client: a certificate before the works, an invoice for every cost, a certificate after. The material on the invoice has to match what is installed and what the energy assessor used in the calculation.
That is why every line gets a written quote naming the exact material, thickness and λ. The CE marking, the DoP, the certificate of origin and the data sheet with declared values travel with the shipment. If a document is not available, the quote says so up front.
EuConX BK45 vapour control membrane has an Sd value of 20 m, and its declaration of performance is public. The value meets the EKR limit for the vapour control layer, and the energy assessor needs the same figure for a Wekerle+ calculation.
What we bring from EKR deliveries
In the EKR loft programme we supplied contractors with materials and the matching paperwork. In 2024 we delivered 500,000 m² of glass wool; in 2025–26, 1.1 million m² of glass wool and 4.3 million m² of vapour control and breathable membranes, with 98% of deliveries on time. What carries over to Wekerle+ is the routine: documents with every shipment, data to the energy assessor in advance, lots from one pallet to full trucks.
Road transit from Türkiye to Hungary takes 3–5 days, about 5 on average. When the material is not in stock, order to site typically takes 1–2 weeks. We deliver anywhere in Hungary.
What we do not do: we are not a Wekerle+ programme partner and not a HEM partner. We do not write grant applications, we do not promise eligibility, and we do not install. We supply materials and documents; the contractor installs.
EuConX BD70 breathable membrane has an Sd value of 0.02 m (declaration of performance), below the EKR maximum of Sd 0.03 m for the dust cover.
What is still open
- The text of the official call and the exact opening date.
- Whether the call will set material, standard, origin or contractor registration requirements.
- Whether material ordered before the call can be claimed.
- Whether and when the EKR free loft programme restarts.
While these are open, the buyer's job is to prepare the specification and the documents. Orders can follow the call.

Frequently asked questions
What is the main difference between EKR and Wekerle+ for a material buyer?
Under EKR the obligated party commissioned the contractor, the loft was free for the household, and the same build-up repeated within fixed Sd limits. Under Wekerle+ the owner or condominium pays with a loan, every cost must be invoiced, and the specification follows from a saving of at least 30% in primary energy between two certificates.
Is the EKR free loft programme restarting?
No restart date has been announced. kormany.hu still lists loft floor insulation as free, yet work has been paused at most contractors since spring 2026 because the HEM quotas ran out.
When does Wekerle+ start?
The family-house programme starts in February 2027 and the programme for blocks of flats and panel buildings in March 2027. It runs to 2030. The official call has not been published yet.
Which materials does Wekerle+ prescribe?
The rules published so far set an outcome rather than a material: at least a 30% primary-energy saving between the certificates before and after the works. The energy assessor works out thickness and λ for each building. Whether the call will add material rules is not known yet.
What documents should buyers ask suppliers for?
A written, itemised quote naming the exact material, thickness and λ; CE marking; the declaration of performance; a certificate of origin; and a data sheet with declared values. The material on the invoice has to match what is installed and what the energy assessor calculated with.
Is EuConX a Wekerle+ partner?
No. We are not a programme partner and not a HEM partner. We do not write applications and do not install. We supply materials and documents to contractors, groups and wholesalers, based on our EKR delivery experience.
