Under Hungary's Energy Efficiency Obligation Scheme (EKR), 150,000 family homes can receive free attic insulation — no application paperwork, no income verification, no co-payment required.
What is the EKR program?
The Energy Efficiency Obligation Scheme (EKR) is a Hungarian legal framework since 2021 that mandates energy savings targets for major energy providers (MVM, MOL, E.ON). Providers fulfill this partly by financing residential renovations — making your home's insulation completely free.
The system's core unit is HEM (Verified Energy Savings). When your attic floor is insulated, the energy savings are documented and sold to energy providers. Attic insulation represents 0.46 GJ/m² HEM value — enough to cover the full material and labor cost.
In April 2025, the Hungarian Parliament amended the energy efficiency law, giving the program new momentum. According to the 2025-26 catalog, attic insulation will be available nationwide for free until the end of 2027 — for up to 150,000 family homes.
