EUCEB certification for glass wool: what it proves and how to check it

This article is for contractors, builders' merchants, specifiers and procurement teams who specify, buy or resell glass wool. "Is glass wool carcinogenic?" is a question buyers ask, and EUCEB is where the regulated answer comes from. We look at what the certificate means, how the control works, what the real ODE Starflex certificate contains, and what it does not prove.

What EUCEB is

EUCEB stands for the European Certification Board for Mineral Wool Products. According to the organisation, it is an international not-for-profit association under Belgian law, founded in June 2000 as a voluntary initiative of the mineral wool industry. Its home page says it was created to increase the confidence of authorities, customers and consumers by providing information on the non-classification of mineral wools under European regulation.

The legal background is Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures (CLP). As EUCEB puts it, Note Q of that regulation defines exoneration criteria for mineral wool fibres, so that the classification as a carcinogen does not apply. The criteria themselves are in the regulation; we do not repeat them here.

EUCEB's purpose is to certify, on a voluntary basis, that manufactured fibres have a chemical composition within the ranges of exonerated reference fibres, which have been tested under European protocols and found to conform to Note Q. Its home page states: "Mineral wool products bearing the EUCEB trademark are not classified as carcinogenic."

How the control works

EUCEB grants a manufacturer the right to use its trademark only when several conditions are met. The manufacturer signs a legal undertaking, provides exoneration documentation for at least one fibre type, and commits to keeping the products it makes and sells in line with the accepted fibre type.

Control then runs on three levels. The manufacturer analyses the chemical composition of the fibres at least once a week. Twice a year an independent sampling institute takes a sample at the plant, and an independent analytical institute analyses it. The results are controlled by the independent certification body, BCCA, which has held that role for EUCEB since 1 January 2017. The sampling institute also checks the manufacturer's continuous internal control, and each plant's management system is audited by a third party.

BCCA (Belgian Construction Certification Association) certifies construction products and systems, management systems, persons and processes. According to EUCEB it was set up in 1992 by two Belgian construction bodies, SECO and BBRI. It examines the documentation for completeness and accuracy, taking into account the results controlled by scientific experts.

The EUCEB control cycle and the ODE certificate: at least weekly chemical analysis by the manufacturer; twice a year independent sampling and analysis; BCCA, the independent certification body, controls the results; the basis is Note Q of Regulation (EC) No 1272/2008. After a positive evaluation, BCCA certifies that the products tested meet the EUCEB requirements and informs the EUCEB secretariat. The EUCEB Board then decides on the right to use the trademark. In case of infringement, BCCA acts.

The ODE Starflex certificate

The ODE EUCEB certificate is issued by BCCA. It states that the products granted the right to use the trademark and made by ODE Yalitim Sanayi ve Ticaret A.S. in its plant at Tekirdag are made of fibres whose chemical composition lies within the range of the reference fibre "Mineral Wool Ode Starflex". That reference fibre was tested under Note Q, as given in report No 02G09017 of 01-03-2010. The certificate is based on implementation rules TRA-BEUC-511.

The certificate number is BEUC-511-19713-395-23335. It was issued on 2026-05-29 and is valid from 2026-06-01 until 2029-05-31. According to the certificate, its validity can be checked at www.bcca.be.

The manufacturer's brochure says: "It is EUCEB certified as not harmful to human health." (ODE Building Insulation brochure, p. 8). That is the manufacturer's wording. The certificate itself attests the chemical composition of the fibres against the reference fibre.

What to put in the order

If the designer or developer asks for EUCEB-certified mineral wool, write it into the order with the certificate number. The certificate is tied to a plant: the ODE certificate covers products made at the Tekirdag plant. For deliveries after the expiry date, 2029-05-31, ask for the renewed certificate. The certificate itself says that further clarification on its scope and on the applicability of the requirements can be obtained from the certified organisation, that is, the manufacturer.

Request the DoP with the certificate, because the technical values are in the DoP. Keep both in the same project file.

How to check a supplier

Four things are worth checking:

  • The certificate itself. Ask for the manufacturer's EUCEB certificate, not just a logo or a line on a data sheet.
  • Manufacturer and plant. The manufacturer and plant on the certificate should be the ones that make the product you receive.
  • Validity. Check the dates, and if needed check them on the BCCA website.
  • The trademark on the pack. According to EUCEB, certified products can be recognised by the EUCEB trademark on the labels or packaging. It is printed between 2 and 25 cm in size, free from distortion, in uniform black, or in the darkest colour used where the packaging has no black.

EUCEB publishes the list of certified companies and plants on its website.

What EUCEB does not prove

EUCEB is not a declaration of performance, not a CE marking, and it makes no statement on thermal conductivity or reaction to fire. ODE Starflex's A1 class and its λD of 0.039 W/(m·K) come from the manufacturer's DoP (No 101). How to read a DoP line by line is covered in our article on DoP and CE documents for insulation.

So EUCEB is requested alongside the DoP, not instead of it. An EPD is a third, also voluntary, document on environmental data; see our article on the ODE EPD (in Hungarian). For comparing products, see ODE Starflex and domestic glass wool.

Handling on site

The certificate is about the chemical composition of the fibres, not about handling. For transport, cutting and installation, follow the manufacturer's safety information.

Supply

We bring ODE Starflex glass wool from Türkiye. Road transit takes 3–5 days, about 5 on average. When the material is not in stock, lead time is typically 1–2 weeks. We deliver across Hungary. More on the product in our ODE Starflex article. For loft floors, the build-up is in our loft floor insulation guide (in Hungarian), and the edge detail in our article on the loft-floor edge thermal bridge.

Frequently asked questions

What does a EUCEB certificate prove?

That the chemical composition of the product's fibres lies within the range of exonerated reference fibres tested under Note Q of Regulation (EC) No 1272/2008. According to EUCEB, mineral wool products bearing its trademark are not classified as carcinogenic.

Is glass wool carcinogenic?

According to EUCEB, mineral wool products bearing the EUCEB trademark are not classified as carcinogenic, because their fibres fall within the composition range of reference fibres that meet the Note Q exoneration criteria. Follow the manufacturer's safety information when handling it.

How long is the ODE Starflex EUCEB certificate valid?

Certificate BEUC-511-19713-395-23335 is valid from 2026-06-01 until 2029-05-31; it was issued on 2026-05-29. Validity can be checked at www.bcca.be.

Who checks the manufacturer?

The manufacturer analyses the fibre composition at least once a week. Twice a year an independent institute takes a sample and an independent laboratory analyses it. BCCA, EUCEB's independent certification body, controls the results.

How do I recognise the EUCEB mark?

Certified products carry the EUCEB trademark on the label or packaging, printed between 2 and 25 cm in size, in uniform black or the darkest colour of the packaging.

Does EUCEB replace the declaration of performance?

No. EUCEB is a voluntary certification of the fibres' chemical composition. Thermal conductivity and reaction to fire are given in the manufacturer's declaration of performance (DoP).
