ATR movement certificate: the document that keeps Turkish goods off the duty line

ATR (A.TR) is a movement certificate under the Turkey–EU customs union. For originating industrial goods it replaces a duty calculation at the EU border. Construction materials we move — glasswool, membranes, PVC profiles — are in that industrial bucket when the factory and the exporter fill the form correctly.

What ATR is not

• It is not CE. CE is product law. ATR is customs.
• It is not a VAT exemption. Hungarian VAT still applies on the taxable event in Hungary.
• It is not automatic because the factory is in Gebze. Wrong tariff heading or a missing stamp and the broker treats the load as a normal third-country entry.

What has to sit next to it

• Commercial invoice and packing list that match the ATR lines.
• CE marking and the Declaration of Performance for each SKU.
• EUR.1 is the wrong paper for this corridor. Do not send us an EUR.1 and call it done.
• EORI on the EU importer. EuConX Iso Kft. is the Hungarian importer of record on our jobs.

How a load actually moves

Factory in Turkey finishes the pack. Exporter applies for ATR at the Turkish customs office. Truck or container leaves. At the EU office (often after the Balkan crossing or at a Hungarian inland office) the broker lodges the entry with ATR. Duty on qualifying industrial goods is zero. Then the goods can run to site or to a Hungarian shed.

We coordinate that file. We do not “know a guy at the border”. The stamp is on paper or it is not.

When ATR will not save you

Agricultural goods, some processed foods, and anything that does not originate in Turkey under the union rules. If a profile is only cut in Turkey from Chinese coil, say so before we book the truck.
