The 2026 EKR source map: legislation, MEKH and CEEGEX

Start with the law that applied on the relevant date

For a specific EKR question, begin with the current text of Decree 18/2025 (VII. 31.) EM in Hungary’s National Legislation Database (NJT), then identify the exact section and annex. Check amendment and commencement notes, not just a search-result extract. The 2026 text should be read with relevant changes including Decrees 41/2025 (XII. 30.) EM and 3/2026 (I. 30.) EM. The version in force on the date of the event matters; an older printout may not describe the applicable rule.

What MEKH and CEEGEX contribute

The Hungarian Energy and Public Utility Regulatory Authority (MEKH) provides system-level information and may issue decisions relevant to a particular case. Its explanatory pages help orient the reader but do not replace the applicable legislation or an individual decision. CEEGEX publishes documents governing the market processes it operates. Its rulebook, product list/specification and settlement documents address different operational topics; none can amend a government decree.

The CEEGEX document library checked on 23 September 2026 includes, among others, a product list/specification v1.5 effective 15 April 2026, and settlement, membership-fee and contract documents with 7 September 2026 effective dates. Confirm the exact document, version, amendment and date relevant to the transaction. A notice that says a document was amended does not, by itself, explain the substantive change.

A practical check order

Record the date of the transaction or measure, the question being asked and the HEM/product category. Read the current NJT provision and relevant annex; check applicable MEKH guidance or case-specific decision; then open the CEEGEX document for the market operation. Save its version and effective date. If the relationship between a rule and a specific fact remains unclear, obtain legal or regulatory advice. Keep a dated document trail

For each compliance question, save the source title, version, effective date and the day you accessed it—not just a link. If a transaction, measure or certificate relates to an earlier date, check which document applied then. A newer version in the library does not by itself answer which rule governed a completed event; commencement and transition provisions matter. Where an overview and a full source appear to differ, compare the operative text, annexes and any relevant official decision rather than relying on a summary.

The distinction is practical as well as legal: CEEGEX may set procedure for an operation, while the decree establishes the regulatory conditions. Keeping those references separate in project records reduces the chance that purchasing, verification and legal teams work from different assumptions.
